... under very rare circumstances... very often involving the Third Law. If a thief is waiting to catch a criminal within his jurisdiction, and someone goes around and fogs out that thief, that can be interpreted as a violation of the Third Law. That said, I would always warn the fogger not to do it again and explain why he would be flagged if he does it again.
