Agreed. I had 70+ PKs with Humbert before hitting level 51, and I've had 90+ PKs on another char pre-51. Both generally were favoured by IMMs. (n/t)

Based solely off the logs, the penalty doesn't match the crime. Those are pretty severe penalties. ~
