As Jere I fought Nhilrak at the Outlander cabal and he stomped me. Total command denial, even though I had 4 ranks on him.

I went back when I unghosted (I was retrieving) after gathering about -20 svp from non limited items and had no problems with neuro. It would occasionally freeze me for an hour or so, but I'd say 9/10 attempts were only slight disrupts.

Still couldn't do shit to him mind you. Short of assassinating (not likely with duo and cham) there's nothing an assassin can do vs. muters.
