If I were going to make a rager warrior that wanted to be well-rounded and with an emphasis on killing bards, it'd probably be an Elf of some kind.
Elf Warrior - Mace + Spear/Staff - Striking the Shadows Footfall + Fortress of the Spirit -- Elf for resist charm, mace for some boneshattering and cranial, spear for long lasting bleeding to prevent the bard from regenerating too quickly. If you're a smart warrior player, you'll always land the first attempt at impale.
Defender -- Some healing for rope-a-dope, elf intelligence for higher mana and mana regeneration; which correlates to healing more. Also, a lot of people won't be expecting an elf rager to attempt a bash, so be sure to use consider and discern to see if you can throw out some bashes.
Primary Edges: Overcome Distortion, courageous, and one of the repertoire resist edges.
The only other thing I'd consider is going scout. I'm not sure how critical hit interacts with symphonic echoes.
