Ethos change I believe only impacts priests.

Align change pretty much screws everyone over to a degree, but ethos only really bothers priests (still empowerment loss, I think?). The idea being so that your priest can't suddenly drastically change his ways without the Imm approving it prayer-wise.

There is according to the helpfile. Although I have heard that a 1-step ethos change (ie. orderly to neutral or neutral to chaotic) doesn't do anything while a full switch from orderly to chaotic does. (n/t)
