Vuln to divine is not a big deal, technically all marans have it or used to have it with phoenix brand (random divine/light/fire vuln and you could keep using it yes it used to stack)
If I had to guess, I'd say that this is likely not an IMM given skill, and that they reworked some skills with the new damage redux system.

Cooldown? Was there a cooldown? (I don't think so at least... ) It was recastable asap. At lvl 40 it was an issue due to the mana drain of it. But at hero not so much.
