Think of the door bell ringing as a common courtesy.
You ring the bell to let the other party know that you are willing to fight and if they
are so inclined they know where to find you. They are under no obligation to answer.
A little banter is welcome, but should be kept ic. Don't make idle threats or comments
about how a "real <insert cabal name>" would behave.

While the statement is certainly true actually accomplishing it is another matter entirely.
Lack of restrictions and a large pool of enemies make it look appealing, though.
For instance a lich emperor would probably get frustrated by
a) the no. of enemies having parties inside protected cities
b) the no. of allies, i.e. fewer enemies to fight.
I'd pick emperor over chancellor though. You have charmies already. Preparing the ground is one thing, but you can bring Empire
