One of the major reasons that it is difficult
to limit looting in the suggested ways is that
often the person who deals the final blow isn't
really responsible for the person dying. Or
at least not soley responsible. What about
the healer/transmuter/invoker helping you with
spells... or if there are large number of
groups fighting it out? There is no way that
we can track who should be able to loot who.

Further it isn't really realistic. Yes we can't
always stick to realism, but its a + in the
column for the current system.

There are other reasons, but this is the most
concrete one... You can't tell who should be
"allowed" to loot in a given combat.
