Seeing as how the rules state that you are not allowed to cause the death of another player if they are out side of your pk, it would seem to me fairly clear who should be allowed to loot. In even the largest of battles, if you are outside of the dead persons pk-range, you, by rule, should not have influenced their death. The only exception to this rule would seem to be in the case of arbiters, as their influence is allowed to extend to those outside of their pk-range. (This could by-pass the pk-only looting restriction by having guards auto-loot players they kill). Fair enough? ...Rome...
