Not to squish your creativity or ingenius plans , but I've never heard of a cabal being started by mortals. Once the immortals designed a new one there may have been mortals involved in a quest, but I wouldn't hold my breath on some random group of players making a cabal from a few notes to all.

(I've just never seen/heard of a movement that was anywhere close to creating a new cabal.)
