In a few months/year/whatever, everything becomes capped by crop consumption and then Romans shine.

For example, Legionaire cavalry defense sucks relative to cavalry attack values. But when you have 30000 legionaires defending against 10000 calvary, you have a fight. Cavalry defends well against Imperians. But when you have 30000 imperians attacking 10000 cavalry, it's looking pretty good for the Roman Empire.
