I usually don't spam anything or worry about getting 100's until I hero unless I need to (like needing sing perfected to get higher level songs at 30), and then if I'm bored I'll work on skills or whatever if there is not much else going on, but usually I will be out gearing/helping others rank/random RP and in those cases.

That said, I like to have close to all 100's after heroing, which usually happens over time when you play old as crap characters like I do.
Usually by 200 hours, everything I ever use is perfected, without spamming anything.

And I'll still maximize my learning as I rank up and do what I can to get the most practice out of ranking, so long as it doesn't impede the ranking process.
