Voralia is a bad example. Check her rewards, 0 meachincs, all RP (And they weren't really rewards, they were tools for Amaranthe to make the whole big quest more immersive.)

Fjodir, yeah, Fjodir was heavily rewarded. Then again, Fjodir hampered himself for (if I recall correctly.) 300 hours of gameplay by never killing goodies, the last 100 or so hours he strayed from that and took to his dark side. (And you may think whatever you like but I'm VERY proud of Fjodir and his RP, one of my best RPed chars ever!)

I'd rather see you bring up Arrna here, she was by far the most heavily rewarded char I've ever played. (And the first I've ever played to actually get any rewards at all.)
