I have both received as a lowbie and given midnight dragon gear to lowbies. I have also killed people in midnigh dragon gear as a lowbie. It is no big deal.

If you are jelous of that gear just sit in Evermoon and ask one of the heros getting preps there to through you the gear. It will take time but eventually somebody will give it to you (without any OOC interactions).

You are overestimating the importance of dragon gear. A good weapon (especially exploiting a vulnerability) matters but whether somebody sports 17 damage without dragon gear or 22 with it will rarely decide a fight.
