Level sitting CAN in theory always be an advantage

If you have the right set etc.

I will acknowledge that elf warrior is probably at peak power at hero (or at least, at level 44 upwards, since striking legacy is a big difference), so it is unlikely to be a case of cherry picking here.

However, there are potentially reasons to sit at that level. For example, if the warrior is a whip spec and wants to stop APs building unholies at lvl 36, it's the way forward since you can open with strip. I tried that with Cagocluse having taken whip spec before sword spec for that very reason. However, I gave up on level sitting after no APs entered my range the whole time I was there. Of course they all entered right after I ranked up. :(
