Level 36 should be enough. Check from PBF's of Outlanders to see at what level the skill is marked at. You can think about how to get it when you reach that level.

Ancient instincts is secret IC as well, so you can't go around asking about it. People who know about it IC are sworn to stay silent and you will have to figure it out yourself. Ancient instincts is not an imm-given reward and all Outlanders of high enough level are able to get it.
