The lottery randomly rewards a specific, desired behaviour - buying lottery tickets. Imm rewards are already random - except for writing a role, there's no formula that will guarantee you rewards, you could have awesome consistent role play for 50 hours and get nothing, you could get a reward for 5 minutes of awesome role play. The imms chose to reward specific behaviors - rp'ing well, longevity, helping on the newbie channel etc, the same way the lottery rewards playing the lottery. What you are espousing is that imm rewards should randomly reinforce just showing up and playing, which isn't necessarily a bad thing, but as it stands now, the randomness of imm rewards in CF is EXACTLY like the lottery (except it has better odds), you just disagree with what it takes to win.
