PVE yes it was much better than regular vampiric touch. PVP, no. That's based on what I saw. I didn't code it, but I did see you do demo/devas with it on mobs and then eviscerates/massacers in pk and that was with no dam redux. Either way, not OP. If it was, people would have remembered the character for being OP. It is not.
