It seems that the area command is important now.

Check the lower level which is listed for the area. If it is below 11, most likely you should assume it is 11. Other than that, you have to go to those places, when you are at the minimum level listed.
Do not forget that this is just important for exploration experience. You still seem to get full observation even at level 1. This is why I go to Trothon/Organia, when I am below lvl 30, and once again, I go there when I am above.

Yes, HToS has really changed, think you have to be 25+, once golems attacked my lowbie out of nowhere when running around there. (n/t)

I tend to get the 5k explore and 10k observe before lvl 20, and that's not with hardly any effort at all. It can be done, I guess you just have to find the sweet spot areas.

Obs exp is mostly named/important mobs. If you do Organia you're like halfway there. (n/t)

I thought level had a lot to do with this, but that otherwise jives with my previous experience before the level floors for most areas went up.
