Areas Designated for Different Purposes?

I was exploring last night and found a couple of areas that are completely empty, and a couple that seemed to have a few interesting mobs and that was it.
Meanwhile, there are places like the past that you can rank in for 20 levels. Is there a reason some areas seem desolate and untraveled by comparison?
Specific gear or something that are the purpose for an area?
