If you don't have the title hunted by battle then they were wrong

Battle has a lot of restrictions, that's one of them.

A leader can't even make that call it must be an I'm.

Though a leader can declare war on a cabal to open options.

Right now they war with scarab so that's an extra 4 people they can hunt.

Though I don't think either side has taken the others item yet so it's kind of a weak war.
