Question about Space Between Heartbeats.

I have been wondering if Space would be any good on a race with 21 Wisdom?
I remember reading once that an Immortal said they would not use it on a race with Wisdom lower than 21.
It usually seems to be used by players of minotaurs and svirfs with 22 wisdom mainly.
Has anybody used it with 21 wisdom?, any feedback, thanks.

frosty the giant played an arial imperial staff/spear with space - I forget the name but it fired very often vs my shifter. (n/t)
