Outlanders & shops/bartering.

All stores in Tribunal-protected cities are liable to be off-limits completely, but what of places such as Ayr Trinil or Upper Cragstone? Can Outlanders barter in the shops of large cities that are more closely connected to the natural world (wind and earth, respectively) and which have no Trib presence?
