I wonder if people would prefer shifters if they were allowed to build their own final form? Right now there's really very little customization, you just pic two foci and hope you get decent forms, but those forms all sort of play the same, with the only difference maybe how they synergize with their other form.
While it would never happen, since I can't even begin to think of how they could implement it, I was thinking it would be interesting if players could build their own final form.
Certain rules would apply, and there would be variations based on foci and animal type
For example say I choose offense/feline (sub tier would alter base stats/caps and available abilities to pick from)

20 str (25 cap), 18 dex (23 cap), 17 int (20 cap) 17 wis (20 cap) 22 con (nobody is raising the con stat)
hit = 20 dam = 20 (capped at 65)
Costs
hit = 1, dam = 1 Any stat = 5
Any save -2 = 1
Ability you get 20 points to spend
Sneak = 4 points
Secondattack = 3 points
rake = 5 points
Swipe = 2 points
tendonslash = 2 points
bite = 2 points
Forestblend = 3 points
Camoflauge = 6 points
Ambush = 4 points
Automatic skills
minimal dam redux = 3 points
minimal dodge = 3 points
Average dodge = 5 points
Pounce = 6 Points
I imagine most people would max dex, dam, remainder into saves or hit, take average dodge, pounce, rake and sneak
