True RNG?

Over the last 18 years... I have noticed that when practicing, spammed or in battle, that learning comes in bursts... Say spamming a spell to learn, I will gain %'s a couple at a time in a row of attempts, then long periods of no learning. It seems this lends to some odd form of RNG but not really random... some variables must line up then boom, a short few ticks you get learning to occur. Is this true and why? old school diku programming?

You'd expect some of these in a stream of randomly generated results
