With the right forms on the shiftrr, and fire/lightning/earth at 10 affinity, your choice for 4th...I'd go water personally.

From early 20's you can go underwater, then straight to organia dark guards, then to calarandyl, with healer tanking when water shifter cant.

I bet a perma, with some practice. Could get to hero in around 15 hours with that setup.

With most of that time between 1-25 and requesting a few pieces of gear.
