hand to hand has a few other consideration.
Plain old hand to hand vs assassin hand to hand vs hand spec hand to hand
and everyone gets it (pretty sure) where as other weapons not so much.

HTH specs at low ranks are hilarious because so few people grind it to 100% in the mid ranks.
