Finding the effects on others of your own skills

Is there a good way in character to findout what your skills do to others? There are so many effects from a skill that you see as a message, but without having those things done to yourself or scouring logs, you don't even know as much about what the skill does as the person that it happened to.


I think it would be interesting if by using a skill/spell/sup you could 'learn' what these things are over time, like an additional info about the skill where you could see what it could currently do to an opponent like reduce dex by 5 for 3 hours or whatever along with the message that you see when it happens. That way you would be learning the stuff in caracter instead of just trying to find a log of someone that it was used on or something. Sure there are lots of people that already know exactly what all of the effects are, but there really isn't any reason that they should know that in character most of the time.
