A quick run down of their aims:
The jist of the helpfile is there are some prophecies that speak of this second world eventually flooding into Thera. When this happens, everything is going to go to shit. Those in a strong position to deal with the new arrivals will win out. Your reasons for wanting to fulfill the prophecies, or wanting to seek a higher place in the new world (whenever it arrives) can be whatever you want. The ins-and-outs of the actual cabal are secrets you'll have to learn from the inside, using the above information to get in.
But what you need to remember is this part of the helpfile:

The implication being that any non-mage, non-priest class is going to have it somewhat rougher. Magic is the most important thing in Scion for reasons that become clear when you are one. Priests are related more closely to the prophecies in a slightly different way, which also becomes clear.

...Those who seek to be among the Scions must seek the most learned...
This is telling you two things. One, your PK ability has to be strong because you ARE going to get beat on hard. Scions have a lot of enemies, few allies and need to keep themselves strong - as much against your allies as your foes. Secondly, it tells you that you need to be a veteran roleplay-and-history-wise. Scion has a lot of dogma, a big history that's carefully interwoven and a lot for someone to research and learn. The further along this path you are, the easier it is to pick up. Look for areas that have Scion references and consider doing research on them for yourself, and maybe use it to show off to the Chancellor.
Other than that, good luck. Things will not always go as planned - so learn to roll with the punches.
