One with Shadows?

Right now I'm having a huge problem with assassins and assassinate. So far, only a higher level/better geared assassin was able to beat me in combat, the other that follows me around got his ass chewed off and vanished when my bash missed.

This is supposed to allow me to attack them if they try to blackjack, assassinate, ambush me? Doesn't Charge set already do that, or would this be better to get anyway?
