The way I understand it, explorers get fast camo just like everyone else. The main difference is that their wilderness timer is a little bit more forgiving than other ranger subclasses as far as fast camo and other skills that benefit from wilderness timers are concerned. How much more forgiving is hard to say, but my experience, having played several builds to mid-thirties, has been that it's significant.
