I don't think you will outmelee more people with an exotic compared with a sword spec.
With an exotic you can go for exotic+lash and keep more opponents lagged (with bash protection).
However, lash is not a permalag, so you need a few more factors to make it work. For Cathoria is was triggers + faster movement in wilderness.
You can also go for entwine, but I would argue that it is better than going for enwtine as a sword spec with balance sisters whip.

Said this, I certainly admit that you can use any legacy you want for your own specific purpose.
CF is not only about high killing numbers and it's perfectly okay to create sub-optiomal builds and play them out.
