All PCs may join any cabal (race/align/ethos restrictions apply) at level 11; easy in & even easier out would apply
All PCs may choose to ignore cabal wars and would gain benefits from remaining uncaballed for life
Warriors could trade in one spec for 2 legacies; warriors could double spec in same weapon
Experience needed to rank would decrease by at least 33%, group learning bonus would increase
Anti-gank code would be upgraded and function relative to player's stature (OK for Cabdru, not for lvl 20 shifter)
Bards lose talismans and sneak
Rangers lose armor (except animists)
Battleragers' deathblow damage output halved
Revisit thief paths and ranger terrains/expertises (great addons, just need slight tweaks for balance)
Finish edges and inherents and shapeshifters
Shaman revamp with last 4 communes different for each immortal
Add charisma maledicts (in essence push forward the rebalance of stats)
Remove/merge 10 areas: 5 with highest and 5 with lowest traffic (excluding core areas)
