The problem is that most of the people who suddenly go rager or use coins until they do their Outlander interview aren't "developing" their character. They are simply saying, "Hey, fuck it, let's go rager" because they feel like it. Similarly, using coins or doing quests to help civilized mobs 1-11 and then going Outlander isn't usually character development, it's taking advantage of those things to make 1-11 easier knowing you'll never get in trouble.

Using potions and grouping with mages until 15, when some rager starts laying on the philosophy and teaching you evil of magic is character development. Rolling a griefer bash spec who uses blue flower and black hammers until you get bored, write a 5 line shit role entry, and become a Village App isn't.
