Probably right for that case. but I think whoever wrote that about the legacy in the Wiki is wrong. If your low dex giant saw little to no improvement, and my (semi) high dex human saw tons of improvement. Of course I'm no power gamer, just saying the legacy helped quite a lot with mine.
