Think about it this way -- Generally, Tribs are pretty ineffective at actually stopping crime. I think they make it more fun because being Wanted is kinda fun, or at least changes the game so you have to be more creative. Besides, if they weren't there making people feel a little safer, people would be more dispersed across the MUD than they already are. This way they get more fish in a smaller pond.
