Why is it more ok to you if the imms did it while he was gone?

It seems less ok to me, in the sense that they (the IMMS) could have done whatever they wanted when he was active. Them waiting seems unnecessarily backhanded and shady, almost like they couldn't do it to his face... at least the players really couldn't, and so if they waited for an absence, the abuse of OOC mechanics seems more justifiable. (imho, of course.)
