I'm speaking from experience maybe 2 1/2 years ago so maybe it's changed. I sure hope so, because the level difference REALLY did make a big difference. I only played my transmuter for 680 hours so... ;)

*Edit* To add-- the level difference seemed to affect the percentage of times violent neuro's would land (much like all other save related things in this regard), not necessarily the length of freezing. So maybe that's what Nep was referring to?
