If you think the game is only a proper game at hero, then what's the point in having levels at all (from your perspective)?
A very strong reason level sitting ragers do so well in mid ranks against mages is that those mages just try to power level to hero to get to their sweet spot (powergaming), and thus their skills / eq / preps suck at low/mid ranks and they get raped. Same goes for rager-enemy non-mages classes as they want to gank ragers, and mages are only available for ganking at hero (Since they want to pk before that).
Also, you don't perfect word of recall by normal use, you do it by spamming. This can be done at any level. Of course it's faster at hero, but that's once again powergaming. Just as sacrificing your cabal duties (killing mages/evil/tribunals/goodies/maintaining balance) to get to your sweet spot faster is bad powergamey RP. Mages can also get aura/shield/stoneskin easily in early 30's. That's enough to compete with ragers.
And some more - compare Xubetok and Djabree's timeline. Roughly the same levelling curve except I spent more time in the 40-51 range which you powerranked through. That range is also, coincidentally (not!), the most difficult to play as a rager. Once again, who's exploting sweet spots?
