Provost supercedes all. Justiciar and Vindicator are like home and military advisers, in that they'll prolly make all the decisions in their areas but the Provost is still superior. Provincials are next, though they have more sway than a Vindicator in town. Then normal magistrates. Provosts often impliment a policy to rank magistrates, often by level and/or location, but there's nothing set in stone there.
