The damage boost is not enough to make up for the inconvenience it imposes IMO. Unless you have craploads of +str or waste another legacy slot on fist or riddle you will drop your weapons really easily. Also, you had better not die or people will loot your +str gear which will really suck.

It's probably a good legacy if you:

a) Die rarely
b) Have easy access to lots of +str gear and high avg heavy weapons

I'm pretty sure the legacy was not the making of the characters that took it.
