Female elf romantic perks is just as effective as male because serenade works on the opposite gender, and there is a pretty even split there in terms of male/female characters.
But yes, you can rack up a lot of nice edges with an elf bard to make them quite effective, but it does take a good amount of points to get them all, and really the only specific edge is elven romance which is alright but expensve. The inherent bonus I never did know how much was, but my elf bard seemed to sing pretty well with romanctic. But you can always just go human to get 2 more charisma which is better over all if you want.
