This is also why the few maledictions that drop intelligence are actually useful in the rare occasion you have them and are fighting a STSF build. Whether it's really going to help in the long run is questionable, but the tactic is there.

Bottom line though: No. Don't take striking on anything with less than 23 int, and expect that to be noticeably less effective than drow/elf. A couple folks have been marginally successful with arial and human (prime int) against the dumber set of races, but at that point you'd probably get more out of a difference legacy.
