Question about a warrior build

I am considering making a warrior that will be good against a certain enemy and I am thinking about taking two particular weapon specializations and legacies. What race would be best? Would they be a good combo? Is the legacy I am considering taking good? Does it do certain things often? What legacy would go well with it.
