I'm not certain I agree with any of this at all, except for sword/axe/mace being herp derp bad.
Staff/spear is uniquely good on felar because even though its the most defensive spec, it also gives you extra offense by virtue of dual wield claw attacks. You'll have one of the best maledicts in the game (impale) and a mediocre lagging tool (misdirect - a single-hit no-multiplier pincer that you can't initiate combat with). At lower levels, you can easily match h2h damage output through high average spears, or ones which exploit vulns. You're more defensive overall.
Hand to hand, as far as I know, gives no unique bonuses to felar, and your claws aren't blunt either so you don't even get to exploit weaknesses on svirf/gnomes. You'll have a lot more damage than spear at hero, though, simply by virtue of better spec skills, and you'll be able to knock people out with stun which is invaluable in a lot of fights. Crushing blow is a slightly shittier version of misdirect and pummel is unmatched by anything in spear for damage output. You're more offensive overall.
