I'd say Scions are third and Village second, and scions can't stand a one on one battle to Villagers if both have their items. But I think new scions show good skills too, so soon scions become stronger than Village (have not seen same skill on new applicants).
All the rest are acceptable! and as said, protected cities are safe to PK now.
