I used to save drown and the other spells afterwards till I got shields. Then after I got a few shields, I used a certain underwater mob to master drown in no time flat. It was super easy with a few invokers. It might have changed by now.

You don't have to master it at 26 (or whatever level you get it at), considering the first truly useful water spell is watershield.
