The idea that people who are not as good at pk should have less power than everyone else (making them worse at pk) and the idea that the people who are best at it should get more advantages (making them better at it) is on its head counter productive to bringing in new people (or maintaining people who aren't). Just think about it for a second. If you wanted to base things off of hours played or something it seems like it would make more sense.
