With a defense shifter and water shifter I found that the enlivens that upped something the form was already good at it seemed to have more of an effect that if you tried to up something it wasn't good at (for a dodgy form I would use the dodgy enliven, for a damage resistance form I would use the dr enliven). your mileage may vary.

I'd say both the situation/form should be considered in decision making.

Not a shifter master, but enlivens really seem to depend on the form. (n/t)
