Couple with gates of the forge and you really can't go wrong with this combination if you really want high mileage from whip/spec. You're going to have plenty of time to often pull off the combos that have a skill or two flail when dealing with whips. 22 str and 20 dex and small size IMO means decent defenses with them, couple with the insane dam redux you can achieve and that particular combo is brutal. I have tried whip on elves/arials/dwarves/giants/svirfs and my favorite was svirfneblin... most b/c the sane damage redux meant even after the entwine, I could soak everything and still take a dirt kick before re-wielding and just beating ass in that last tick left in the fight. Being a rager helps a ton with this route.
